Residents in the capital Manila waded through waist-deep floodwaters, some sitting in makeshift floating containers to stay dry while others carried them through flooded streets.
The presidential office suspended classes at all academic levels and work at most government offices in the capital region, which includes 16 cities and is home to at least 13 million people, due to the tropical storm.
Gaemi, with sustained winds of 155 kph and gusts of up to 190 kph, was heading toward Taiwan, the Philippines’ national weather agency said in a 5 a.m. bulletin. It did not make landfall but is strengthening a southwest monsoon, bringing heavy to intense rains to the northern Philippines, the agency said.
